Pardus has a preparation program called Kaptan.It lets user arrange wallpapers, themes, updates check time etc.It's not so detailed like this schema.I hope Elementary OS team consider this idea. Newbie users would prefer Elementary OS to other distros.
It's cool but I think it would be more interesting to guide the user through the system itself, focusing on things that are different from others OSes. Like arrows and tooltips pointing at menus and saying things like "here is the update manager, it will automatically prompt you every time there's an update available", and point at the dock and say "and here is the dock, it displays all running apps as well as short-cuts to some of your favourite ones and widgets, you can customize it by clicking the anchor icon" (supposing it's docky), perhaps even show the terminal and other system tools to make the user more confident and aware.
And keep a "I'm cool with the desktop, skip intro" button floating at some corner.
